Albert Coy Jarman Jr., PHR, Director of Human Resources and General Manager of Southland Gaming of the Virgin Islands, Inc. and General Manager of Southland Amusements and Vending, Inc., has served in a key leadership role since 1999. As the primary resource for policy creation and compliance with labor laws, Coy formed Southland Gaming’s Human Resources department into the highly efficient functional organization it is today. A skilled lecturer in the area of workplace harassment, he travels throughout the southern U.S. and U.S. Virgin Islands educating management on Title VII and other pertinent HR issues. He is an advisor and mentor to those who seek to improve company compliance.

Analytical, detailed, and dedicated—that is how Coy is perceived by his staff and clients. While he leads HR functions across fives states, his contribution to Southland Gaming of the Virgin Islands (SGVI) has been significant. He actively recruits technical and professional personnel, advises management, designs procedures, and performs HR compliance audits. In addition, he collaborates extensively with federal and state agencies regarding regulatory matters, continuously staying abreast of changing laws and guidelines. As General Manager, he coordinates professional teams, handles property matters, and is accountable for a variety of financial areas. Coy believes in face-to-face communication and he promotes a team-focused approach to leadership, which is the driving force behind SGVI.

From 1983 to 1999, Coy was Co-owner and President of Mediclean, Inc., where he led the success of a bioclean housekeeping services and janitorial supply sales business that employed more than 40. This position helped him to gain solid experience in human resources and operations management. Prior to that venture, he worked with Swan Services, Inc. as Branch Manager. Coy began his career as a Chinese Linguist and Research Analyst for the U.S. Navy and National Security Agency, which offered a world view that he carries through today in his current position with SGVI.

Coy is a graduate of Campbell University, Buies Creek, North Carolina, holding a Bachelor of Science Degree and he also attended the University’s School of Law prior to embarking on his career. Committed to his field, he has completed the following certifications: Professional in Human Resources (PHR) – Human Resource Certification Institute; Human Resources Professional Development – Employment Law Advisory Board; and 401(K) Certified Administrator – HR Training Center. Coy is an active member of the Society for Human Resource Management (SHRM) and Lower Cape Fear HR Association. In his free time, he is an avid shore and open ocean sports fisherman and is a devoted grandfather.
