Shaine Gaspard, Chief Operating Officer and Vice President of Compliance of Southland Gaming of the Virgin Islands, Inc. (SGVI), is an expert in the gaming industry. In 2003, he accepted the challenge of designing and implementing the Video Lottery program in the U.S. Virgin Islands (USVI). Following a successful launch he supported major organizational growth, and he now manages a team of 25 key personnel. In addition, he works diligently to maintain strict compliance in this highly regulated arena, while leading operations in a manner that promotes a positive, enjoyable experience for clientele.
Mr. Gaspard has extensive international business experience, visiting such countries as Argentina, Russia, China, England, Canada, Switzerland, and the Czech Republic, as well as Aruba, St. Maarten, and the Commonwealth of Puerto Rico. He travels globally, continuously building upon his knowledge of diverse cultures and the manner in which each country conducts business. His goal is to develop long-term relationships around the world, while extensively studying gaming laws and markets.
Over the past 17 years in the gaming industry, Mr. Gaspard's focus has reached far beyond daily business. Since joining Southland Gaming in 1993, he has been fully committed to advancing the resources across expansive regions and directly into the surrounding communities. Through his dedication to USVI, he drives the company's mission of promoting responsible gaming practices and reducing unregulated activities, which assists governments in their continued efforts to decrease crime and increase revenue through a strengthened tax base.
From 1993 to 2003, Mr. Gaspard gained deep gaming, technology, and regulatory experience as Director of Operations and General Manager of the casino game rooms of Southland Gaming, located in Louisiana. At the age of 26, he was selected as one of the youngest recipients of the 40 Under 40 Award in the area. Dedicated to professional growth, he became certified by the Louisiana Gaming Control Board in 1994. In addition, he also met the criteria for certification by the Louisiana State Police Gaming Enforcement in Enrollments Procedures, International Gaming Technologies and Video Lottery Consultants.
It is apparent that Mr. Gaspard also has a passion for law enforcement, as he has dedicated many years of his life to volunteering his time and leadership capabilities to the Calcasieu Parish Sheriff's Office, where he served as a Commissioned Officer and Operations Commander from 1999 to 2003. He managed 120 Deputies and devoted numerous unpaid hours to such areas as task force, patrol, and narcotics enforcement. As an individual who believes in "giving back," he has never accepted financial compensation for his time. In 2000, he received the significant honor of Deputy of the Year; and in 2002, he gained recognition as the recipient of Louisiana's Above and Beyond award.
Mr. Gaspard is degreed in Business Finance from Louisiana State University. He resides on St. Thomas, US Virgin Islands, where he enjoys boating, deep sea diving, and golf.
